The Theater of Operations (TOP) is CDA's mission execution framework. It organizes all cybersecurity work into 94 discrete missions across 6 Planetary Defense Model domains and 5 campaign phases, providing a structured, repeatable approach to security operations.
The Theater operates through three organizational layers:
Domains (6): The six PDM layers define WHAT is being defended. Every mission belongs to exactly one domain: DPS, VSD, SPH, IAT, TID, or RGA.
Campaigns (5): Campaign phases define HOW deeply the work goes, mapping to clearance levels:
Missions (94): Individual work units with defined objectives, deliverables, estimated hours, prerequisites, and completion criteria. Each mission has a code (e.g., VSD-R01 = Vulnerability Surface Defense, Recon, Mission 01).

The Theater of Operations IS CDA. Every engagement is structured as one or more missions within the Theater. The Foundational Recon Mission (FRM) is the entry point: a 2-4 week C-RECON engagement across all 6 domains that produces a prioritized mission roadmap.
CDArmy Mercs are deployed on specific missions matching their domain certifications. XP is earned per mission. The Arena tracks performance. This is how CDA operationalizes security: not as a monitoring retainer, but as discrete missions with defined outcomes.

The Shield is CDA's primary diagnostic visualization. It is a circular diagram with six concentric rings and six radial segments, producing 36 scored cells that together represent the complete security posture of an organization.
